Our juridical system lies in the process of identifying the underlying cause of a crime or any serious event.
This helps to remove any future issues and gives also helps to identify a maybe bigger issue as well.
If for instance, a child steals an item, It should be not judged, it first needs to be understood why it came so far. Did the child not have enough to eat? Did the child miss a proper education? Was the child being pressured to do so ( from friends )? Is this an expression of anger or is the child in an emotionally stressfully period ( aka being in puberty ). Only if the real reason for the act is known and fully understood, a supportive action/decision can be made.
Also, we do not think of judgment as the right term, as we do not judge of negative action, we act in the most efficient way to prevent any future actions.
Our juridical system is therefore truly preventive ( acting on events and also eliminating the underlying root causes )
