Depending on your current state – being either a citizen or a resident, or a third-party there are different weights on our rules / laws.
We generally distinguish between citizens law, the residents law and rules on which conduct business with employees or third-parties.
First we work in a two instances
In the first instance all claims and issues will be vetted by a civil intermediary system, which tries to negotionates a fair solution between the two parties. This makes sure that smaller misconduct ( aka. stealing a small valued item ) does not face a severe capital penalty. Keeping it human and fair. The main task of the first instance is negotiate between all parties, find the best solution and identify potential root causes which needs to be addressed.
Either If the first instance realizes that capital crime happened, or in the case of an obvious capital crime ( i.e. Murder ), the second instance will become involved. The second instance will lead the investigation, determine the severity of the instance, the underlying cause ( why it happened ) and detmine in a council ( specialized in several aspects of the law enforcement, psychology, economy, spiritual ) a solution for incident. A solution which has the interest of the Nation as priority.
Depending on the role and the weight of the incident, the perpetrator could face behaviour realignment ( a psychological treatment helping to change a destructive behaviour ) he and / or his family could be banned / expelled from the nation, he could be removed all your honors and asked to wear a sign of misconduct ( allowing you to redeem yourself ) or he could be executed ( in case of highest misconduct like treason ).
